Three years ago, a municipal water storage tank capable of holding 14 million gallons of water was under construction.The $12.5 million construction that took 18 months to complete remains off-line due to the COVID-19 pandemic that delayed materials and labor.It’s not expected to become operational until sometime in October, said Ernest Ogeda, the city’s director of utilities.“There’s still a lot of tweeking they’ve got to do.
