When Lamesa City Council members stepped out of executive session Tuesday, they unanimously voted to extend City Manager Joe Hines’ contract for another three years.He began working as Lamesa’s city manager in October 2021, months after Sean Overeynder resigned after 13 months on the job.City Finance Director Wayne Chapman filled in as city manager on an interim basis until the council hired Hines.
