Lamesa City Council members voted 6-1 Tuesday on the second reading of an ordinance establishing a reinvestment zone that could open the door to a future tax abatement for a residential development. Vista Park Living is a planned residential development that could eventually include some 324 apartments on 12.5 acres of a 28 acre site on N. Ave R. Council member Doug Morris cast the only dissenting vote against the reinvestment zone.
