ANDREWS – Everything was in place for construction of a 48-unit apartment complex in northwest Andrews—the land was secured and the developer qualified for a federal tax credit incentive that, basically, was the final hurdle to clear.
City officials in late July learned the project had qualified and felt another apartment complex similar to the Avenue Commons in southeast Andrews was on its way.
However, the city was informed last month the project was scratched.
