ANDREWS – The city has already made purposeful use of more than half the funds it received around a year ago through a lawsuit settlement concerning the initial reliever route project that failed six months after opening in 2014. City council members last April approved a settlement recommendation hammered out through mediation efforts that recouped nearly a third of the $12.5-million costs associated with first construction of the 13.1-mile reliever route.
