An emergency room doctor who allegedly was intoxicated when he was arrested at Medical Arts Hospital last month has had his medical license temporarily suspended by the Texas Medical Board (TMB). The action on Wednesday against Rafael Fermin Garcia, M.D., was taken after a disciplinary panel determined that “...his continuation in the practice of medicine poses a continuing threat to public welfare,” according to a TMB press release.
