Lamesa City Council members bypassed a cheaper proposal Tuesday for a monitoring system that could have saved $240,000 on upgrades to the water and wastewater system.They had a very good reason for giving the contract to the second lowest bidder.When the city went out for bids for a System Scan Control and Data Acquisition (SCADA) system, they received three bids from Lubbock companies.
