Petition effort seeks election to legalize all alcohol sales ANDREWS – A group known as the Andrews Expansion Council (AEC) on Friday began an effort to file a petition to stage an alcohol election for Andrews County, according to Andrews County Elections Administrator Gracie Mendoza.
