Lamesa City Manager Joe Hines rolled out a preliminary plan Tuesday that could solve the city’s drainage problems.The council looked at his plan during a workshop session where they reviewed the creation of a proposed Lamesa Parks and Drainage Utility Ordinance.The item was for discussion.
