Lamesa City Council members had a few words to say at their Aug. 15 meeting after approving the first reading of a five-year four-percent franchise fee agreement with ATMOS, the city’s natural gas provider.Municipalities collect franchise fees from utility providers. Customers pay those fees based upon their utility usage.
